Guess That Trope if you can — it would seem the subject of alternative titles never came up during this one's YKTTW. It's loosely comparable to Creepy Changing Painting

There is now a single proposition rename crowner for this trope here. I think the most confusing part about the current title is the blink part, but that might just be because I tend to associate blinking with eyes rather than lights.

"Blackout" in association with the word "Blink" makes me think of a person blacking out, not the lights turning off.

A better name might involve the word "strobe"? Since this is similar to the effects of a strobe light.

It's related to the "telescope" variation mentioned, yes, but Offscreen Teleportation is a bit more general.

Currently Light-Flicker Teleportation leads at +7, with Flickering Screen Teleportation at 0. No other names have been suggested.

Blackout Blink is now a redirect for Light-Flicker Teleportation, the wicks should be fixed, and there are notes about the change on the Renamed Tropes page and in the renamed tropes thread. There was no discussion page to move, but there is now a link to the archived YKTTW on Light-Flicker Teleportation's discussion page.

I am not sure about keeping the trope on This Index Happened Offscreen. I think it fits the title, but the way that index's description is set up leads me to believe it is supposed to be about actions that take place in between installments. In any event, I would appreciate it if someone checked my work here.

It looks good to me; was there anything in particular you wanted checked? I agree with you about the index: "offscreen" isn't really how I would describe this trope.
