From what I can make out, it appears that he... stole something? The women at the end were saying "he's just a kid, he don't know any better." Background noise make it very difficult to understand much, though.

Shouldn't take this out of context. For all we know, the kid really did steal something or tried to bully a smaller child. Although that's not to say that this couldn't of just been a racist assault, but we shouldn't jump to conclusions.

If he stole something or bullied another kid, that's a matter for the authorities, and does not justify a mob abusing an obviously terrified kid.

But of course! I can think of no more apt or appropriate punishment for petty theft than repeatedly kicking that individual in the face. Who cares that the individual in question happens to be a small, terrified child or that the group delivering the justice is a mob? I mean, it's not like assault is a serious crime.
As long as this heartless criminal is severely punished for his crimes, all is well in the world.

This just seems sick, but I don't know wether this is due to the kid's race than any slight (real or imagined) he has inflicted.

It is a reaction. I can't understand how could somebody let a thief take his stuff without trying to catch him and beat him up - I know I would. What annoys me with OTC is that tropers are so quick to show clemency towards all kinds of scum.
