"Whacky" is usually used these days to deliberately invoke a sense of old-timey, hokey silliness (particularly evocative of early black-and-white cartoons).
It's a deliberately silly (and dare I say, whacky) use to make a joke.

I think this is just a typo in the trope name, and suggest renaming to Wacky (which is the common spelling according to my sources).

When I saw 'Whacky' I assumed there was some sort of pun involved and that it had to do with some kind of collision sound effect being silly.

You go into any other edit page, then change the name of the article you're editing (in the URL bar) to match the one you want to edit.
