He's a daemon hunter, and up until this arc was pretty much the only one taking Inquisition work seriously 100% of the time. He also values knowledge more so than others - his reason for temporarily leaving the group was to learn more so he could improve.
Now compare all of that to how he's acted so far.

I think it's more that Rogue might not be as historically well-versed as Eastwood and Virus seem to be. Would make sense: he isn't taking this as seriously because he doesn't know the true extent of the threat. Keep in mind that Rogue is still a sort of relative newcomer, while East and Virus have been at their job for long enough to know their shit.

So, hypothetically...
Russians make a cheap knock-off of a Japanese design, translate the manual from Japanese to Russian. Chinese then swipe it from Russia, and then translate its manual to Mandarin Chinese (IIRC the dominant dialect).
