They just became merged designs of their debut series, Ikari Warriors, and their KOF looks.
It doesn't really botter me, only in XII it looked bad because Ralf and Clark's moves were mostly the same again, something that XIII fixed.
Not really. They still have most of the same Normals and Specials, and it doesn't help that Clark's still missing most of his moves. (It doesn't help that his follow-up to his 'B,F+P' charge move could have been a special move on it's own — and it was in previous games — yet it isn't a special move on it's own here.) It just seems like they, starting with XII, made Clark an inferior Ralf clone, something that hadn't been done since the earlier days of the series.
They've always had the same normals and command moves. Their specials and DMs are VERY different.
Lampshade Hanging: It's a lifestyle.Roidwolf Terry doesn't bother me as much since it sort of fits his street fighter image and style(he has to be punching the ground pretty hard to send sparks flying out) but I'd prefer if it was toned down a bit.

Weird translations are bound to happen in between language options.
Actually, no; no they didn't. Going as far back as 98, (maybe even before then,) and becoming more apparent by XI, Ralf and Clark each had their own unique Normals and Command-moves, (Ralf didn't have even have any command moves until XII,), and the two only became more and more distinct from each other, both in gameplay and looks. Then XII/XIII comes along, and throws all that to the gutter.

My arcade once had 98UM, but I wasn't a big fan of KOF then. I regret not playing it now.

I sure said that!I almost never see KOF games at arcades here. First time I even heard of the series was in a magazine, either a Dreamcast or EGM one. First one I saw in action and played was a '99 machine at a Round Table pizza(might still be there). Later I played Capcom vs SNK 1 as well but didn't like it much, though I thought the KOF characters were cool, particularly Rugal, Iori and Vice. I thought King was a pretty rich boy at first. And Ryo was evil.

I don't see how you thought Ryo was evil though, he can get cocky and taunt some provocations but to see that as evil...
Though, of course, King is still pretty and must be fairly rich, considering her occupation and standard attire.
Ryo was pretty coarse back in the day, but he's always been a big softy- I mean, geez, the first Art of fighting was about him rescuing his sister.
I sure said that!That was actually the manual's fault. They usually had a capcom character next to an SNK character and many seemed to be counterparts. But for whatever reason Ryo was next to Bison so I thought he was evil, like an evil karate guy or something.
But that was the first game to introduce me to Vice, who's my favorite KO Female.

Iori's changes aren't nearly as extreme- He gets all crazy-eyed, but his fighting style was already sorta wild anyway, so it's not as striking as when Leona suddenly is animalistic instead of disciplined, not to mention Iori doesn't vomit blood or have his hair change color.

I sure said that!I will say this. Her gasp and roar pre fight pose is scary shit. SNK really knew how to put the detail in their characters' animations, be they mid fight or even outside of it.

I do wish he hadn't taken up 'roids like Ralf did.
Both of their NESTS-XII designs were better, but Ralf's post XII isn't nearly as bad as Clark's, just given the kinds of character they are.
