I'd assume rival gods and their agents might be interested in offing the kids.

Aside from that, general nonspecific dangers for super powered individuals apply, such as government agents and the like.

Okay the kid's are the children of the last survivor of a destroyed pantheon,*

the god in question slept with their mum and vanished. Any way the kid's could have accidently made their mum go mad?

Genre Savvy seems to be a must. If their parents' specialty was luck and storytelling, then it'd follow reason that they'd be keen on most of the relevant tropes.

Super luck might be a big help in dealing with foster care. They 'just happen' to get randomly placed with a good long-term foster home, and random chance keeps sending them back there after switching homes. Plus, random chance keeps them meeting up with foster siblings they liked, or with classmates they liked who just happened to change schools to end up in their new school. They get a sense that anyone they didn't like they'll never see again and anyone they liked they'll run into eventually, which makes them less fearful of forming bonds with people.

If I'm asking for advice on a story idea, don't tell me it can't be done.

So what situation would make luck powers decide "Okay foster care is the best option."?

Because their foster parents eventually help them somewhere down the road?

Seriously, if their power is luck, make it so that every curveball thrown their way turns out to be to their benefit. Doesn't have to be big Karmic Jackpot-type stuff; something subtle, For Want Of A Nail-ish will do as well.
