Why doesn't the Pakistani government go the racketeering route, and break people's legs who don't pay taxes?

For all we know, that's what the law says but when you're collecting only 1% of your income taxes you'd have a nation that couldn't walk.

This is true, and that would tank revenues even further.

I guess their idea does work, all things considered. Don't really think it'll improve the people of Pakistan's view of transgenders, though.

If there is one thing people like less then Transgenders it's tax collectors.
