Oshus's awakening as the Ocean King happened at the same time that Link awoke the Wind Fish. Oshus and Wind Fish were one and the same. Link's journey to get the wind instruments happened at the same time the other Link was trying to help Oshus. Also, notice that a wish was granted both times: To Linebeck and Marin. You may be thinking: "but those are two different timelines, that couldn't happen!" I have an explanation for that as well: Both were completely different worlds from Hyrule: the timelines temporarily "converged" when both Links were on their respective journeys, and went back to normal when they were done.
