What sort of missions would crop up? What factions would there be, and what missions, decisions and laws could they pass?

Would've thought a big one would be "Create Europe" or "Dissolve EU" for a sufficiently influential European power. Treaties would include non-nuclear proliferation treaties, war subsidies could be replaced or augmented with arms supplies, there would be different governmental types, and war would obviously be a much more serious undertaking than in EUIII.

The term "Great Man" is disturbingly interchangeable with "mass murderer" in history books.

Combine the war stuff of Hearts Of Iron and the political parts of EUIII and you're set.

I'd actually portray the EU as the modern-day version of EUIII's HRE, with the Lisbon Treaty being another Imperial Reform, so to speak.

I was thinking that. The "Dissolve EU" wouldn't require physical control of all the capitals though (unless doing it as a hostile foreign power; could be a mission for a resurgent Russia.) I'd make a mechanic for public support for the EU; drops too low in enough and large enough countries and you can dismantle it peacefully.

Basically, the "electors" in this case would need to have level of support modifiers for the EU. France and Germany have it pretty high, UK middling, and so on.

The "electors" would be the most important countries in this EU - France, Germany, UK, and I forget the other four or five that would fit. [lol]

Also, have you seen the Rising Nations mod?

No I haven't. Still comparatively new to the world of Europa Universalis. I keep trying to "win". I get the impression its not about winning so much as survival.

What about the USA? Its technically a confederation as well, just a very united, federalised one. Russia would have a tonne of component states that it could be forced to release. The US would also have a tonne of drug related missions related to relations with Mexico.

The aim of any Paradox game is to stay at the top in terms of points, not territory; in fact it's very possible in Victoria II to attain Great Power status without starting a war. Your best benchmark for victory is gaining prestige; in EUIII this is a number that goes from -100 to +100, and you'll want to keep it as high as possible.

And for the US, just represent it as a Constitutional Republic like it is in the actual game (you can play as it in the American Revolution scenario) with a fair degree of decentralization. It can't be HRE-level decentralized because Andrew Jackson did something about that.

And as for those War On DrugsTM missions, perhaps they can be like the Barbary missions found in Magna Mundi.
