You can, just not from the character creation screen. You can switch out souls once you begin play.

Man, I want to play the game but figuring out my existing characters is overwhelming. I have no idea how to hop back onto my level 30 rogue. I don't even know what I should be doing on my level 10 mage. Too many options dammit.

Can you still make characters with custom soul-combinations without being a member? Because I tried, and it seems that I cannot.
