The true form of a Servant is called a Heroic Spirit - legends given shape, and able to be called forth by the world. What we summon as Servants are essentially reduced forms of Heroic Spirits, constrained into one of the seven classes as an anchor of sorts.
This Assassin... I think he was formed from a different method that can call forth Heroic Spirits. Nothing about him was identifiable as a Servant - but I can definitely tell that he's powerful enough to be a hero.
