I think Friend is a bigger threat overall, but Johan is the one I'd really not want to run into in person. Friend's evil is more large-scale, while Johan's is more personal.

Johan Liebert can be defeated by a copy of the book "The Monster Without A Name", so I guess if we just mass-produced that and gave everyone at least one copy, we'd be okay.

Not sure if Friend has such an easily exploitable weakness.
