<Wait...how did turning them into Pokémon help? Humans mayb- er...may have been clever, but if you put them in a fight with a Pokémon unarmed, the Pokémon wins more often than not. Turning them into mons seems counterintuitive...>

Lorekeeper!Mence: Due to humans being turned into Pokemon, the legendaries were unable to intervene due to the Vow being negated, and it rendered their technology utterly useless. The humans were also in disarray soon after the transformations, which gave the dragons a major advantage.
