You don't really need Oak's Letter to get to Flower Paradise in the RP. It might make Shaymin like you more if you meet it, though.

-Admires the medal and ribbon, pulls out a very pale pink scarf with a hint of a polkadot pattern and a stick of charcoal. Admires the Master Ball for a moment, taking in what is pretty much the pinacle of capture and containment technology (Even though it hasn't been improved for years despite the occasional tale of it not working sometimes) and then places it in the ball pocket of my bag. Finally checks the evolutionary stones and decides to keep them in the box-

-Heads down to the lobby to find the others and give Susan the scarf that seems to be meant for her-

It's clearly a case of backroom political albumizing.
