I have never played Jazz Jackrabbit, and I wouldn't even know that picture was mocking unless you told me.
Most games make enemies easier on Easy. I would assume that's the point. This trope is about when the games actually mocks the player for playing on Easy by changing their appearance into something humorously harmless or changing dialog. Things like that. There is an example in EOSD in the form of Sakuya's dialog at the end of stage 5, but it's just text so not so much a good image.

For example, there are several games that, if you play them on easy, end after a few levels: instead of fighting you, the end boss calls you out on your lack of skill at the game.
e.g. Streets Of Rage 3, and One Must Fall 2097.
