Acronyms maybe, but there's no question about how Jean-Claude van Damme spells his last name and it isn't three letters long.

That said, I just noticed something:

That seems probable. The numbering is consistent with down clues, and they all sound like crossword clues to me. So, they want us to create the crossword whose down clues are these, then find out what the across words are, maybe?
Also, letter after Z is probably eta (Z being the greek letter zeta).
