Sounds reasonable to me . Seriously we need some flexible policies that can adapt to a variety of situations with minimal bureaucratic fuss.

Cutting maintenance costs to try and make things cheaper reminds of the Dilbert comic where the Pointy-Haired Boss thinks to himself "if I cut costs enough, I can make a profit without actually selling anything!"

@Bread: presumably you get an income re-distribution system, which would be very good for the poor in the short term, and result in a housing shortage in the long run.

i guess the lesson is that blanket policies don't work, rather you need a mix to acheive the different outcomes desired
