Even looking at the time period he was developed it's clear he was rushed. he started being developed a ways into the ballot (given the fact that sakurai was able to state how many votes a ff character had) which was post-october, and was announced with his full moveset in february
i think it's an easy (and reasonable) conclusion to draw that he was rushed when you consider the lack of musical content, a never contacted VA, and the amount of time cloud had to be developed.
and there's little reason to assume they'd not get cloud's english VA otherwise because Ryu had an English VA.
i'm not terribly upset by the matter, mind you, just a tad disappointed that there was a lot more that could've been done.

Long live Cinematech. FC:0259-0435-4987Being rushed wouldn't have really affected the music choices. That's a pure licensing thing. It doesn't take any time to really add the song overall. Costumes, yes, due to making sure each unique one properly works without any glitches. He's not heavily rushed, though.
Again, the voice actor thing depends on matters we don't really know of(it may or may not be because he was rushed out). As for getting it for Ryu, that simply means that it was easier to get one in general then it was for Cloud. Nothing more. Cloud doesn't honestly feel rushed at all. He's a character with a major mechanic and multiple moves. It's just the extra content besides him is pretty bad, but beyond the costumes, you don't need time to get extra music. Mii costumes apply equally as Cloud's. Those take more time. Also, that stage must've taken quite a bit of time due to how many summons exist.
The character is definitely what they focused on. Cloud as a character is fine.
the stage is literally just a reskinned battlefield with a few unique effects.
also keep in mind that most music in smash is edited from its original version; usually to keep it at a proper length. so the music definitely would've taken at least a bit of effort to properly acquire, edit, and implement.

my point is that it's a reskinned battlefield with unique effects. they're cool effects, i like the stage, but it's still just a gimmicky battlefield.

as i said i really like the stage and its always a top pick of mine when I'm playing casually

I still wonder why Sega didn't allow Sonic's alts to reference his friends. That would be a neat touch.

Though it's silly and really annoying if companies are really so stingy and petty as to charge for each individual song and costume that appears in a cross-over.

None of the wall clingers get especially great jumps out of said wall clings, though there's certainly value to being able to cling.

That's the real benefit, you can't gain height, but you can re-cling to teh walls.

I should probably check if the wall cling resets your normal jumps, or if you just get an 'extra' jump out of the cling...
Sure, he could do what he wanted(to a degree, as he clearly had little costume control), but it's obviously not free. Just because he had tons of options doesn't mean they cost nothing to grab. It's still a licensing thing, which costs money.
Cloud was probably not all that rushed either. Getting that mechanic to work perfectly takes quite a lot of time. It's more that he just wasn't willing to spend that much money on tons of music. There's a lot of artists, and it depends what Square can simply give him for a low price. It depends how Square "owns" the music too. It might only be licensing the music from the actual artists. I'm not sure how it exactly works. Either way, multiple songs costs more money due to licensing, regardless of who owns it(if it's not Sakurai or Nintendo, that is). It also depends how low the price is. Sega clearly gave the stuff to Sakurai for pretty darn cheap, seeing as how many Sonic and Bayonetta songs are in. Capcom USA wasn't nearly as easy, being we only had Ryu and Ken themes. There's a lot of other choices, but Sakurai could only get what they allowed him to, for a reasonable price, that is.
Also, the voice thing doesn't necessarily mean that. It's quite possible they wanted to keep his Japanese voice, like they did with Marth. We don't know all the details of the agreement between Square and Sakurai. But you can sure bet money was a factor.
