Oni and vampires certainly act very different to each other. Then again, Remilia could be an atypical vampire. Perhaps other vampires are like Flandre, although then they'd still be different from oni.
Useful note: I am referring to eccentric Flandre, who relies heavily on Buffy Speak and rather odd metaphors, not psycho blow-stuff-up Flandre.

As asterism said, vampires and oni don't really act alike. And from what I can tell, they don't share many traits aside from their weaknesses. You never see Suika drink blood or Flandre constantly drunk, and Remilia doesn't come off as very honest. Unless...
Onis turn into vampires when sober. The addition of crippling vampire weaknesses is something they really don't want, so they always aim to stay drunk.
Note that I don't actually believe that silly WMG.

As for power imbalance... Well, it's hard to pinpoint. I just think that, if one particular "faction" was to become overly powerful, there'd be a lot of tension. As it stands, the Mansion, Eientei, the Moriya Shrine, the Youkai Shrine, et cetera, are pretty much equal in power. You could say that Yukari's faction is the most powerful... And it's probably true that they are feared, somewhat. Yukari at least.
And we do have at least one instance of a faction being afraid of another, namely the Tengu (and Kappa) being afraid of the oni. Who would probably count as an overpowered faction, given that Suika alone is said to be able to defeat all the Tengu...
That, and I think that if Remilia knew of any vampires (of comparable strength), her rivalry with them would be a highly visible thing.

What is Yukari's faction, though? The Yakumo clan? the Hakurei Shrine? Hakugyoukurou?
Also, Yukari seems to be more disliked then feared. Basically everyone's reaction to her in Ia MP is 'Oh no, not you again'. Even Yuyuko, who is her friend and doesn't really react that way towards anyone else.

Come to think of it, do we ever see Yukari and Yuyuko being friendly and doing friend things in canon, or was it something just mentioned to justify Yukari being in Perfect Cherry Blossoms?
TOPIC OF VAMPIRES: If the Sea of Blood still exists in Touhou canon, does Remilia and them know about it? Whatever happened to that other vampire girl anyway?

She's the only Founding Mother of Gensokyo who makes any public appearance anymore and even if she's a Ted Baxter with regards to some of her more outlandish feats no one else seems to see through it, which gives her quite a bit of clout. She isn't so much a faction as the system.

Actually I think almost everyone (excepting the human village for obvious reasons) would have at least some fear for the smallest faction (read; Hakurei Shrine) because they know she can kick their asses. They might have similar fear for the forest of magic due to Marisa, SDM becasue Sakuya, etc. Bascially, if they're a playable character in a non-Phantasmagoria main series game, whoever they face would have some fear for them. The human village, being mainly hmans, would be afraid of most of the others.
Yukari seems more like the type to randomly decide to fight the system actually. Hilarity ensues when Ran reminds her that she is the system. Then Yukari gets bored and goes back to sleep.
So basicly, the "factions" who at least someone (if not most "commoners") would fear would be the Hakurei Shrine, the Moriya Shrine, the SDM, the Netherworld, and whatever faction Marisa feels like being in at the time? Or did I misread something?

Marisa's faction is her own. Occasionally it has Alice in it.

Heart of StoneAnd that may be another reason for people to avoid Yukari: fearing they'll be drawn into her latest gambit. She has already demonstrated she isn't half as silly as she makes herself look.
We never really see them interacting or anything, but it seems they consider each other friends. Annd have enough trust in one another to enact Xanatos Gambits without talking to each other.
Good friends can annoy each other. Especially since Yuyuko's primary goal during an Incident is to exploit it for all its worth and Yukari's is to exploit it for all its worth and then solve it and make snide comments about Reimu if applicable. Lot of conflict in those differing goals.
