Carter Blake doesn't meet all the points listed in Complete Monster, specifically points 1, 2, 3, and 5.
Him beating on the psychiatrist is justified by Blake being a known, brutal cop; and that point in the story, Blake was near breaking anyway. Him insulting Jayden was wholly unprofessional, but amounted to a bunch of shit talking. Again justified by Blake's history, personality, and the plain fact he never liked Jayden to begin with. As far as Blake ordering the cops to shoot Ethan... he was wanted by the police department, considered dangerous. IIRC that particular ending had Ethan performing an action that looked very much like a perp reaching for a gun, him getting shot is justified.
Blake's a galactic dick.
You might've at least taken to the trope's discussion pages before listing Blake there, because as you said, there were points (including mine) against it.

Ironically, the only guys in the game who fall under being complete monsters in Heavy Rain are "Mad" Jack and the really creepy doctor, both of them for being psychotic killers.
The Origami Killer should technically qualify on a few of the points as well, but it's really easy to use the YMMV arguement with him though...

Blake's listed on the complete monster page as "worse than [The Taxidermist, Mad Jack, Dr. Baker, and Scott Shelby combined]"

Also, I wouldn't say that Blake has no chance at redemption. He was a huge prick, sure, but hardly without the ability to redeem himself.
Plus, the worst thing that we see Blake do on screen is getting Ethan shot, and he technically had a valid reason for that. The others listed killed people, and with the exception of Scott Shelby, they all killed people for shits and giggles. Blake's a speck compared to them when it comes to complete and utter moral reprehensibility.

No. Being a dick to an FBI agent and trying to shoot two people who are strong suspects to be a dangerous serial killer - someone routinely murdering children - is not "truly heinous by the standards of the story" when said story has not one but three serial killers. One of which a Depraved Doctor.
As for no justification, the guy failed to find the Origami Killer 8 times before. Even if you disregard that his actions might be his guilty conscience about his failure before getting the better of him, he has a ticking clock over his head. Both in the term of another dead kid and the repercussions to his career should he fail again to catch the killer once again. Accumulated stress past the breaking point is a damn good justification, even if you are a dick.
I think Blake is a Jerkass which to becomes extreme, and if it becomes extreme, he is Complete Monster. Think of it like Clay Puppington.
I have received some complaints from my forum topic "Complete Monsters in Heavy Rain" about Blake is not a Complete Monster. Well, for my opinion, I think he is because of his atrocities from insulting Norman while presenting the profile of the Origami Killer to putting him at gunpoint for stopping him from beating Ethan up to ordering Ethan's death. Just to let you know, I was the one who put him under the Complete Monster territory.
Well, how do you think of that?
