So yeah unless the next page has him respond to what's being said he's probably just sensing Bra being a Super Saiyan.

If he just sensed her power level, which makes more sense, he could have said, "Is that Bra?" or "What the-!?"
Going "say what" specifically implies that he heard something. It's specifically positioned after the panel where Bra says, "in a fight there are no rules!"
So it's a weird Salagir-ism if he actually meant Vegetto sensed her power level rising.

The fact that she evidently hasn't changed much since childhood is disconcerting.
Poor Salagir. He must have thought "Mmm, it's really a shame most commenters think Bra is unlikable. Maybe if I make a special about her past, they'll reconsider their opinion for a bit. Brilliant!" It's like when a fan fiction writer wants to expand a backstory of a character who's got the most haters, with all the sincere and genuine intensions, hoping that some of them will change their mind, but inadvertently he makes it even more hated. At this rate, I feel more sorry than annoyed.

Then again, it was not the smartest idea to make a Bra focused special when she did not gain a lot of sympathy in the first place. Especially that from what i've read in the discussion (still trying not to read the special), it doesn't seem to explain why Bra's the way she is.
I'm not crazy, just creatively different.There were plenty of better ways to get readers to like Bra, and Salagir squandered them all so far. A prequel special isn't going to change that.
Except he doesn't want people to like Bra. He seems to think that if people dislike the character, then it's a success because she's supposed to be brash and headstrong.
In other words, he basically doesn't see the difference between "I dislike the character because she's poorly written" and "I dislike the character's for their detestable personality."
He's made it very clear that he doesn't care if we like her.

You can call it ham handed, but it's still better written.
I'm still going to take a stand against the "You're not supposed to like her" bit: It can happen, but only if the character is really despicable (and remember that if you're doing it with a main character, it's going to need lots of work), or if the character is having a negative character developpement (kind of like Lelouch in Code Geass R2).
And you still need them to have some kind of punishment, or else you're playing favorites and you give them the wrong reaction and they become Scrappies. The only time I remember having her some kind of punishment is Gohan berating her because she was so impulsive she was ready to fight Bojack despite him being in the rules. Afterwards, nothing.

The punishmental karma is necessary for that type of character to be tolerable in the first place.
