That would be true if we were talking about a prideful fighter like Cell, but Cold is entirely in it for the wish(es); it doesn't matter to him that he isn't winning through being the greatest fighter in the multiverse.
If the organizers offered him and his family the prize without going through the finals, he'd be gone minutes later.
So even if he wins through trickery, he's going to be plenty satisfied by it, and "Haha, the stupid monkey got themselves in a situation where they're losing entirely because they aren't as smart as me." is plenty reason to gloat.
That said, if Bra is winning this round we'll probably see a Kaioken next page.

That's not his original form though, the white one Frieza took when he fought Goku on Namek is. He just learned how to do the transformation that Cooler did and then some thanks to Buu.
If I were to make the folly of trying to apply logic to a manga battle involving parallel universes and a wad of sentient bubble gum that can do magic, I'd say that the Frost demons have unstable genetic code that allows them to mutate into all sorts of new forms throughout their lives.
But then the restriction forms wouldn't be intentional, that'd just be that code going rampant. It'd be like the opposite of the Saiyans, their bodies are gradually weakening them with every mutation.
Me - I'd be amused if it was part of their parasympathetic system. When Freeza or Cold are agitated or in danger, their stronger forms flare up and when the danger's passed, they'll regress automatically.

Considering Frieza can just pull a new transformation out of his ass, humans can have all sorts of impossible powers (including turning blonde and getting more aggressive and dangerous), I'm surprising that Toriyama never invented a transformation for anyone else.
Well, surprised isn't the right word, given, you know. But disappointed.

Bardock's vision from earlier. He saw Cold wounded in his final form. What are the odds that Cold will revert to his 'normal' state upon being beaten? On top of that, Bra would have few compunctions about killing Cold.
And while overall Bra's nastiness isn't excusable on account of her being raised by a loving family, her overconfidence/arrogance is very much a Vegeta trait.

I am procastrinating, but not excessively I think.If Bra was smart she would just put an end to this fight quickly with a warp kamehameha.
Cold made it clear her punches didn't hurt him, and we don't know how effective her Ki attacks would be.
He said that, but he still got a bruise from a single punch, so he probably just talks big.
At the very least a Warp Destructo Disc should work.
Warp Kamehameha blew the top half of Perfect Cell off. None of Goku's blows even scuffed him, and he had a much harder time hitting Cell/avoiding Cell's hits than Bra is with Cold.
So it should be enough to outright kill him. But the issue is that the technique takes a long time to charge, both because the Kamehameha has to be charged long enough and the teleportation takes a lot of concentration.
For Goku, anyway... Bra has Kai Kai, the Kaioshin method of transportation, which doesn't require locking onto ki signature to teleport.
So she could just teleport out of the ring, begin charging, teleport within sight if it would take too long, until she's ready to kill him.
Which completely kills all tension but what do you expect from someone with an objectively superior version of the main character's most useful skill?
