I don't know how powerful Sand Land Prince is (he demonstrated some impressive power at the end of his series that he holds back [[Beware the Nice Ones due to being kind at heart), but Piccolo isn't the kind to show mercy —remember, this is the guy who was going to destroy one city after picking it out in a lottery out of sport— so I find it hard to believe he didn't try and kill the prince.
So either the Prince was stronger than Piccolo realized (enough to survive being killed by him) or King Piccolo chose not to do so for some reason.

One reason a person (I'm not sure this fits Demon King Piccolo's character or not) wouldn't kill someone in this tournament when they otherwise would, could be due to not understanding how the dragonballs will be used to revive the killed combatants. If they think the dragons can't do a mass res, they might want to limit the amount of people that a wish would be used on, and then steal the extra balls/wishes once all the revivals are done. Why care about the people getting res'd and not just steal the balls anyway? Remove the "Only way to get our teammates back" motivations to fight.
King Piccolo doesn't seem to lose any power when spawning mutant namekians. He might wind up spamming that ability to try and win by numbers.

One Strip! One Strip!Wait a second, there's no way DKP could be this strong. He didn't fuse with Nail, he didn't train with Goku and Gohan during the Android Saga, he didn't train with Gohan in preparation for the Saiyans' arrival. He didn't do a bunch of stuff.
My various fanfics.Kami felt that he and Piccolo would be strong enough to handle the Androids in their original form. I don't think he could have factored in that Piccolo would do a bunch of training, or fuse with Nail.
There may be numbers that indicate otherwise, but based on Kami's wording, he didn't emphasize "our original form, plus the training you've done on Earth, plus the power boost from Nail will be more than enough to face the Androids."
I've always had the assumption that their original form was somewhere in that ballpark.

Remember that around that time Piccolo couldn't take on Cell who, IIRC, Gast was able to kill. Hell, Gast took down King Cold in his final form. This fight should be fun but I have no doubt that Gast will win.
Final Form King Cold doesn't really compare to any Cell.

True, he stopped Buu, but that was possible some mystical Namekian Mojo that has nothing to do with pure power.
He's stronger than Full Power Cold, which puts him higher than early Android Saga or around then. We know that fully united Piccolo, whether good or evil, is about as powerful as 17, but for the evil one, we don't know if that takes good Piccolo's additional training and fusion with Nail into account.
We'll have to wait and see I guess.

But the Cell Junior was probably weaker than Cell right?
Though I guess that puts him in the Super Saiyan 2 Gohan (pre Buu Saga) level.
Then again, Cell then came back as powerful as Gohan (or at least very close) not long afterwards, so there you go.

One Strip! One Strip!I think one of the games had a What If scenario where a fusion of King Piccolo and Kami wound up far stronger than the fusion between Piccolo jr. and Kami. Multiverse could handwave this King Piccolo's strength based on that.
