I used to listen to Tommy a lot. I find it sort of strangely metaphysical.
The Who Sell Out is underrated, I think.

Probably of the two I end up listening to Sell Out more though, because even pre-CSI Who's Next was kind of over-exposed; It's sort of one of those albums where it seems like every single song is on heavy rotation on classic rock radio.
Quite a few fans seem to prefer Quad over Tommy, actually. At least in my experience. However there's something about the story of Tommy that intrigued me. Not sure why.
And yeah, Who's Next has been weakened for me by constant overplaying.
no one will notice that I changed thisWell its a 9 song album. Bargain is really underated, and my wife is hardcore. It their best album single, song wise, but album wise Quad is their best, and arugably THE classic rock album.

Also, track down the version they released a few years back...it has all the songs that were supposed to go on it, back when it was another Townsend rock opera called "Lifehouse".
Irony: "Who's Next" was put together from the wreckage of a failed project. The band expected it to fail hard.

However, as a Rock Opera I think Tommy is stronger in that regard.
You can get what you want and still not be very happy.I enjoy Live at Leeds. It has some pretty good covers of pre-Beatles rock and roll songs and quite possibly the best version of "Magic Bus".
Unfortunately, I can never quite sit through the entirety of the fifteen minute long version of "My Generation".
The Who is one of the greatest bands ever, having one of if not they best, bassist and drummer of all known time.

Of course, John Bonham (of Led Zeppelin) was just as nuts and just as good; I think it must be a required trait for the drummer to be batshit or something.

I only have the latest two-disc greatest hits collection that came out last year, but I saw them in concert a coupla years ago and they sounded great.
@Imipolex: Buy Quadrophenia, it's their best album and quite possibly the best classic rock ablum ever.

I just got Who's Next at a garage sale for $1. I call that a bargain. The best I ever had!

My favorite Who album is a tossup between Quadrophenia and Who's Next. Admittedly, I'm weighing more towards Quadrophenia because I felt the story it was telling was compelling from beginning to end (especially the end. Love Reign O'er Me is one of their greatest works).
I quite like The Who Sell Out. I love that piss take they do with those fake jingles/ads.
