Apparently it's "the heads of the dwarven clans" who assemble and vote, which suggests that whatever a particular clan's hierarchy happens to be they just send a delegate.
Though it's amusing to imagine a clan who's been using "clan leader" as a meaningless courtesy appointment to placate some doddery old madman, who will now be responsible for the fate of the world.
Hmm. I wonder if Hilgya having put her own clan into financial ruin will have a knock-on effect with respects to this meeting?

You get dominated, but can't act out things you would Never Ever Do. Belkar has always been easily convinced to attack his team mates.
So him attacking a new ally = simple
but the thing that at least made me go " d'aw" was the fact that belkar, even in a dominated state, was immediately willing to protect V.
It's not a big change in morality, but it's sort of the Vegeta-esque thing that can give an evil character morality.

I thought a suggestion spell was the one that wouldn't make you do something inherently against your nature while domination was a little better in that doing something against your nature just gave you another will save with a +2 bonus or something.
Correct, but that still means it's a good idea to give orders that fit with the subject's nature. From the SRD:
"Obviously self destructive" doesn't seem to be in play here. Belkar was made to jump off an airship repeatedly.
Doesn't Belkar have a ring of slow fall or something like that? Jumping off an airship was obviously not lethal in his circumstances, just unpleasant.
He has a Ring of Jumping. It grants +20 to Jump checks.
One time, he loaned it to Roy. It led to this happening.
