Using subverted Master troops to set up random roadblocks around town? That would draw a lot of unwanted attention.
Depends upon how independent the bureaucracy is, and if someone in a position to legitimately authorize it is wasped. I could certainly see the party having enough high level people to want to prevent explosions, tagging along the order for bioengineered animals could be added at a much lower level without asking additional permissions.
I suspect the order for the roadblock was given shortly after "We Begin At Once" - I expect a sizeable number of Parisians were wasped, which will be fun at the party ...
Also, maybe the roadblock are by The Masters' orders, but the specific instructions to look for bioengineered animals are not.

Personally, I wouldnt want Zeetha to teach me that move, I'd be having way too much fun watching her doing it. Esp. in that outfit. Were that bottom piece any lower they'd have to slap an "R" rating on this thing.
