Remember, Dr. Knickerbocker was behind that attempt to assassinate the President via rage pheromones (as represented by tiny Knickerbocker faces all over her blood cells). So it was already implied that Rayner's up to something in this chapter.
We just don't know what the connection is between assassinating the prez, and breaking some random dude's ladder.
To force him to reveal his jetpack abs, perhaps?

New!Chuck will end up stopping him, and then becoming new president (because we know that astronauts can win any election, and this astronaut is extra badass).
Hmm... if we get an astronaut prez, will we still have secret service or will they be retired and a sign: "Warning: NASAGHAST ABOUT" put up?

Presumably, that's the vortex the Earth Chucks tend to use, rather than one in the caverns. Which by now has exhausted itself and so can't be used by further time travellers anyway.
