The Director abuses the trait of the Collective Unconscious to let physical objects pass into reality. Via their contracts with people to make them do what they want and the Facades, they have access to resources that would be limited or impossible in the physical world. Resources that can't be traced. Like weapons. And the Director appears to be involved in international matters like a revolution in a different country.
