Why would an interstellar nation which has a military large enough to enforce its influence rely on sending Boxed Crooks to purge a planet of hostile wildlife rather than land their forces to engineer the dinos extinction far more efficiently? One explanation could be that they have a vested interest in maintaining the status quo of "Send convict down, convict gets eaten, and if he's lucky he takes one or more of them down with them". Perhaps as heavily implied in one of the Apocalyptic Logs the drama and violence of the program attracts the attention of millions or even billions of viewers watching it as some sort of patriotic bloodsport.
