Tamberlane is a clone.
In this World of Funny Animals humans had long gone extinct. The technologically advanced people of Abroad successfully managed to resurrect the species after cracking its genome, giving birth to Tamberlane. One of the scientists feeling immense guilt they were treating a baby like an experiment, denying her a normal life, absconded the infant to Silver Sage, where humans are not common knowledge in the hopes someone would raise her.

The creatures sent to Abroad are made into cyborgs.
While the details are fuzzy, what is known about Abroad is that they are more advanced than Silver Sage, most notably for their medicine, and anyone that goes there is infected with "The Taint". It might be possible that the superior medicine that dying creatures flee there for might involve some level of Emergency Transformation, and being "tainted" is actually just having Artificial Limbs and the like. It would also explain why Tamberlane's Mysterious Protector has to stay hidden and can't raise her themselves; they would be identified as being from Abroad by their metal parts.

Silver Sage is a Nature Preserve.
The technology and society is strictly regulated to specific norms; no electricity, steam power, or any vehicles not powered by animals.

Abroad, the world is not dissimilar to ours, complete with the facilities to treat illness and injury beyond the means of Silver Sage. The "Taint" is little more than the knowledge of this techno-societal gap, and that life is greatly improved Abroad. However, politics prevent them from communicating this to friends and family Silver Sage. And the stigma and fear mongering means that they will likely never see their loved ones again...

Silver Sage is specifically set on a far-future version of England, with the "Abroad" most talk about being France and Belgium.
  • Per this map (which is mostly obscured by the rest of the page), the landmass Silver Sage is on looks similar to Great Britain, albeit with major differences such as an inland gulf around where London would be. Likewise, the area southeast of Silver Sage sticking out from behind the panel can be viewed as the far-future Cotentin Peninsula of France. Assuming the map is accurate, the differences in landmass shape for Great Britain can easily be chalked up to rising sea levels… except that the Rose Archipelago itself seems to have broken apart in some fashion. Lord knows how long it's been since the original humans went extinct.
    • Possibly supported by this page where a globe of the world is shown to be in Parsley's room, with the Earth's eastern hemisphere being shown off on it as far east as the Indian subcontinent. While most of the visual differences of it compared to the Earth of our time period can and should be chalked up to Bellisario's Maxim, the British Isles are notably shown to look completely different compared to the rest of the globe. Ireland is smaller, Scotland is noticeably bigger, and the island itself is much taller.

Tamberlane will be exiled to Abroad.
When the truth of her origin comes out, either via her biological donor parent comes looking for her, or other, Silver Sage will have no alternative but to banish her. Needless to say, her adoptive mother Belfry, and those who love her already, will go into the hysterics, then try to accompany her.
