Neither Mr. nor Mrs. Pugney ordered it or wants it. Sure, Mr. Pugney says that the cow doesn't need it, but just because you don't need something doesn't mean you don't want it.

He's just too ashamed to admit it. This is why the Guardian comes after you if you don't get explicit permission to take it; the box is still technically Pugney's property.
