Twin Masters were active long before the show even began
Chronologically, it would start with Twin Masters coming into existence when Lin Chung travels back to the past and his interference causes Yang Tu to turn into Twin Masters in "Time To Go Home". From there, their power would grow and they would seek every opportunity to cause chaos and destruction. And this is where HighRoller comes in - official material said he was one day struck by lightning, but instead of dying he gained the ability to speak to animals. And why would that be? It's because the lightning was not just a regular lightning but Twin Masters' doing, knowing of HighRoller's hatred of other humans and being aware of the fact that he would very likely use his newfound ability to cause a war between humans and animals... which was exactly what Twin Masters wanted! In addition, it would also explain HighRoller's allegiance (sort of) to Twin Masters as well as how they know about and detest Big Green and First Squad (especially Lin Chung), due to them rising up to end the war and being very successful at making progress. Long story short, Twin Masters are The Man Behind the Man and they've been there all along, even during the first season where they're not mentioned, because they intentionally concealed themselves until First Squad proved to be enough of a threat to their plan to get them to finally come out of hiding.
