The events of The Tunnel keep to the general story's humor all offscreen.
The guy was just drunk, both Dave and Mike just hit their heads in the dark and a random tunnel dweller brought them back to its section and laid them out to keep them from getting hurt or getting in the way. Dave is a rebel agent.
Dave and Barney cover two different streams of information with two different methods. Barney is the good boy well behaved Metro Cop who will be given information about confidential missions as well as access to low security prisoners. Hes behaved enough to get promoted up to the top of the Metro Cops but not any higher into overwatch because hes to hesitant toward violence. Dave does the opposite behaving like a Psycho for Hire who is just barely competent enough to stay on the force, useful because his morals are low and his capabilities with a gun are high but not trusted with anything important. But then because Dave is constantly acting like a Psychopathic Man Child everyone underestimates him meaning Overwatch Soldiers, administrators, and others are happy to talk about things he shouldn't know is his presence because as far as they know Dave is too caught up pretending to be a ninja to actually pay them any attention.- This frames his discussion with Mike on the idea of joining the Rebels as being an early probe to see if he'd legitimately be interested.
