What's the Work
Who is He/What Has He Done
The Great Overseer of Schicksal is essentially the founder and the first leader of Schicksal Organization during the 15th century after the fall of Roman Empire and is Otto Apocalypse's (the Big Bad of the franchise) late father. Initially, the Overseer became one of the most important figures during the 15th century due to him creating feudal order by helping several European Princes to gain power and started the Houkai Crusade to take back lost lands that were conquered by the Houkai in Europe. Except...During 1470s, when he took over all of Europe to himself, his true nature is finally revealed.
When he took over the continent of Europe, he started to think conquering other countries would be easy. Using his army of holy knights, the Overseer ordered the invasion of Ming Empire, better known as China, with great plans to take over the continent of Eurasia and rule the whole East of the world. However, Schicksal lost the war and were forced to return to Europe with huge losses. To pay for their losses, the Overseer extorted money from the poor civilians using Schicksal's religious nature and the population's illiteracy, said civilians were already suffering from poverty and hunger. In the process, he allowed his priests and aristocrats to abuse the population as they pleased, even allowing his men to kidnap young girls to their churchs to pay for their families' "sins" where they suffered sexual abuse.
This made Schicksal unpopular by the people of Europe. Hoping to wage war against Ming Empire again, the Overseer found the location of the Purple Box (the Herrscher of the Erosion's prison) and opened it to study the Houkai and use its power as a military weapon to win the war. However, this also started the Black Death and took the lives of 200 millions. Sure, the leader of Schicksal wanted to decipher the box they had found in order to defeat the Honkai and the Plague. But in the meantime, it was revealed that he's also performing unethical human experiments towards innocent civilians (all of them being poor people who that would not be missed in society), even letting his scientists to test the Houkai's disease in women and children, turning them into zombies or monsters.
When the legendary Valkyrie, Kallen Kaslana (who had already discovered his sick plans) was found by his hunters for stealing the Purple Box, the Overseer immediately ordered her execution in public by cutting her head off in front of all his people.
Freudian Excuse/Mitigating Factors
So the issue that I have with Overseer? Is his lack of screentime that his had. But you could argue that he developed enough personality despite the short screentime and this is the case of Emperor Napoleon from Grandville or Darmocles from Orcs series. He seems to have a "good intentions" by trying to defeat the Honkai and the plague but it was revealed to be a farce given his callousness towards the pandemic that happened across Europe and just wanting to fulfill his hegemonic desires. The Overseer, while claiming his actions are for the "greater good", is revealed to be a simple and pure sick megalomaniac who wants to take over the East for himself.
Heinous Standard
Like I said, the heinous standard of HI 3 is fucking brutal because of the roaming Herrschers around with Herrscher of the Void being worst of them all and the Herrscher of the Erosion being a decent keeper for the trope. With the Overseer actions? I can understand why he really flunks the heinous standard given the lack of screentime and other Herrschers and there is the fact his son had done worse.
Keep in mind that he has no resources compared to them and being a regular human. That and increasing taxes when the pandemic struck just to cover his losses from waging war against China, ignoring the fact his people was suffering from the plague HE started, allowing his people to be extorted and raped by his priests.

Random dumb things:
- At first, Mana Ouma was shown to be sweet, caring, and gentle, but eventually revealed to be evil and sadistic. When she was five, she was infected by the Apocalypse Virus, but managed to gain control of it. When her brother, Shu was born three years later, she developed a twisted obsession of him, claiming she was the "Adam" to her "Eve" to a new species. Many years later, when Mana found out that a boy she and Shu rescued developed romantic feelings for her, she simply tricks him into killing himself, before wearing that boy's blood as lipstick and confronting Shu, telling him that it is time to "mate". When Shu rejects her, out of fear for his own safety, she snaps and unleashes her virus throughout the country of Japan, killing millions of people before crystallizing herself. When she was reincarnated many years later, she tries to "mate" with Shu once more, even trying to rape him. When Shu finally stands up to her, she simply decides to spread the virus throughout the world, destroying it and killing millions (if not more). While she claims to have fallen in "love" with Shu, her "love" for Shu seems to just be a possessive desire, claiming he was already hers before he was even born, never showing any real affection for him nor giving him the consideration of how he feels. Obsessive, sadistic, lacking any morals, and willing to destroy the world just because a guy rejected her, she has all the worst aspects of a Yandere and an Omnicidal Maniac all wrapped up in one depraved individual.
