The poisoned water supply has driven half of Gotham's population mad, something isn't helped when Scarecrow broadcasts a message urging them to fight the Titans. Meanwhile, Donna, having come back to life, must pass a challenge before she is allowed to go to Gotham.

Tropes featured in this episode:

  • All Your Base Are Belong to Us: At the end of the episode, Crane and Jason take over Wayne Manor, renaming it Crane Manor.
  • Ambiguously Evil: It's unknown if stealing her sister's power is what Blackfire really wanted from the beginning. She claims she didn't, but encourages Starfire to abandon the Titans, then leaves the team when she refuses.
  • Anarchy Is Chaos: By the end of the episode, Gotham has descended into utter chaos.
  • Defacement Insult: At the end, Scarecrow tells Jason to deface Bruce's painting, which he does.
  • Dirty Cop: Jason manages to sway most of the GCPD to side with him and turn their backs on the Titans in exchange for money.
  • Downer Ending: The Titans are forced to go into hiding, Barbara loses her job and is arrested for shooting a fellow cop, Scarecrow takes over the Wayne Manor, and Gotham descends into an anarchic city.
  • Miranda Rights: Vee cites this while she is arresting Barbara.
  • Power Parasite: Blackfire steals Starfire's power while the latter is healing her. She claims it was an accident, but Starfire doesn't believe her.
  • "Ray of Hope" Ending: While Gotham's situation looks bleak, the Titans still vow to save the city under the shadows, and they are joined by Donna and Rachel, who have arrived at the town.
  • Wham Line: The Titans enter the police station to help, Dick assuring them that the heavy police presence is "just optics." He nods to Barbara, who nods back...then mutters to an aide "let's just get this over with."
  • What Happened to the Mouse?: Krypto disappears just before the fight in the GCPD headquarters, despite being clearly seen getting out of the van with Beast Boy, Blackfire and Superboy.
    • To a lesser degree, the episode says nothing about Bruce Wayne's attempted suicide in the previous episode and if Donna tried to get him help before traveling to Gotham City.
  • Wham Shot: Literally as Barbara shoots Fletcher before he shoots Nightwing.
