Carl Carlson celebrates his birthday with friends at Moe's. Homer voluntarily gives his car keys to Moe and walks home, and winds up in a holding cell with Cletus.
In the holding cell, Officer Eddie provides Cletus with an acoustic guitar. Cletus sings a song that thoroughly impresses Homer, who then resolves to become an upstanding citizen and help Cletus's musical career.
Homer gets Cletus a gig at a dive bar, and from there his Cletus becomes a star.
