A cat burglar has been pulling a string of heists through Townsville, forcing the girls to try and stop them. However Buttercup mysteriously keeps disappearing when the girls confront the burglar, leading Blossom and Bubbles to suspect her.

- Brick Joke: Bubbles claiming cats don't steal, "they just tussle". Near the end of the ep, a gang of cats raid the warehouse where Paulie and his gang are, angered at Paulie giving cats a bad name and repeating Bubbles' line in the process.
- Canon Character All Along: The cat burglar turns out to be Pug-Faced Paulie the whole time.
- Classy Cat-Burglar: The thief looks like a literal cat person when doing his capers.
- Hidden Depths: Buttercup is revealed to help at a soup kitchen much to Blossom and Bubbles surprise. Though they never tell Buttercup they know this.
- Red Herring: Buttercup is made out to be the burglar with her sudden disappearances, similar builds, the burglar's cat ears matching her pointed hairstyle, and the burglar aping her speech patterns. But turns out she just helps at a soup kitchen when away and Paulie apparently having picked up the "radical" lingo from hanging out with surfers.
- Running Gag:
- The news reporters fighting over stepping on each others jokes.
- Bubbles thinking a piece of cheesecake is the culprit. At the end, the Mayor comes to the same conclusion.
- We Are Experiencing Technical Difficulties: After the second news report, one of the reporters gets angry enough to attack the other, leading into the broadcast to cut the feed and show a "Technical Difficulties" card.
