The Mayor holds a race for a mysterious chest that he found and all of Townsville's villains join in to win it. The Powerpuff likewise enter to keep them from doing so, but naturally things escalate quickly.

- Enemy Mine: Blossom, Buttercup and Mojo end up teaming up to fight Jemoiré. The latter mostly because he called "dibs" on taking over the world.
- Fate Worse than Death: The girls and Mojo defeat Jemoiré by hitting her with Mojo's slow-motion gun, leaving her stuck in a frozen state.
- God Save Us from the Queen!: Jemoiré was revealed to have tried to rule over Townsville centuries ago before a mage (revealed to be one of The Mayor's ancestors) depowered her and left her stuck in the body of a young girl.
- The Bad Guy Wins: Jemmica ends up winning the race and thus gains the piece needed to restore her power.
- The Cameo: The Rowdyruffs finally make their debut in this version but only show up for a quick, wordless cameo at the start of the race.
- The Glorious War of Sisterly Rivalry: Blossom and Buttercup pretty much squabble through most of the episode, mostly on how to do things from racing to trying to fight Jemoiré.
- Total Eclipse of the Plot: The entire episode takes place during an eclipse.
- Undesirable Prize: Zig-zagged. The prize turns out to be a simple stick which to anyone else would be useless and worthless. But to Jemmica it's the piece needed to combine with a magic gem she had. When combined it turns into a staff and restores Jemmica to her true form: Jemoiré, Queen of the Storm.
- Unexplained Recovery: The Mayor was turned to sand and blown away in the wind. He's back to normal at the end of the episode, he even lampshades it.
- Vile Villain, Saccharine Show: Jemoiré doesn't play around once she regains her power, practically plowing through the girls and even recovering when one of her giant sentries falls on her. It took having to freeze her to ultimately stop her.
- Wacky Racing: The first half of the episode involves this with the girls and most of the the rogue's gallery trying to race to get a treasure chest.
- Wham Episode: Jemmica reveals that she's actually a centuries old being named Jemoiré who was stripped of her powers long ago and stuck in the body of a powerless girl. All of her previous escapades were her trying to find a magic artifact to restore her power.
