A mad scientist plans on creating a race of fish-mutants and then flood New York City to house them. His first mutant Fin kidnaps April O'Neil and it's up to the turtles to find them before it's too late.

- Devolution Device: The Evolution Accelerator is a machine Dr. Polidorius made that turns people into Fish People, Fin being his first creation.
- Mad Scientist: Dr. Polidorius is a scientist who aspires to create a race of Fish People, Fin being the first, for the hell of it.
- Running Gag: The turtles repeatedly pronouncing Polidorius's name wrong.
- Servile Snarker: In contrast to his hammy, idealistic creator, Fin is sarcastic and down-to-earth. The only reason why he agrees to it is because he has "nothin' better to do."Fin: You're a real fruitcake, Pop. You know that?
- Übermensch: Dr. Polidorius created Fin to be the first of a race of fish-mutants, which he believes would be better than humans. The moment he's created, Fin shows a lack of an real loyalty to his creator's lofty ambitions, and even protests the idea of sharing New York with more of his kind. Not for any moral reasons; he just isn't very social.
