In their future appearances, the Borg ''never'' attack intruders until they actively become a threat.

Picard turns to the viewscreen and gives the cube an absolutely ''murderous'' glare. Without saying a word, his expression clearly communicates that he would like nothing better than to blow that ship to pieces. It almost comes as a relief when he calls a conference, instead.
