Sly and the gang head to Mesa City, and break into Muggshot's casino to take back his pages of the Thieves Raccoonus.

Tropes:

  • Arc Villain: Muggshot.
  • BFG: Muggshot's guns are as big as his arms, which in turn are as big as the rest of his body.
  • Did Not Think This Through: Muggshot drove out everyone in Mesa City so he could set up his casino unopposed. As he realizes in a PA announcement, this means there are no customers!
  • Foreshadowing: Upon entering Mesa City, Muggshot announces over his intercom to his fellow gangsters that a cop has been spotted in the area. This is building up to "Two to Tango," the first level since the prologue in which Carmelita chases Sly.
  • Furry Confusion: All of the enemies of the level (including Muggshot himself) are anthropomorphic dogs of different breeds. One of the enemies however is a non-anthropomorphic dog tied to a leash.
  • Gangster Land: The town is only populated by Muggshot and his goons, them being designed not unlike stereotypical Mobsters.
  • Mayor of a Ghost Town: Muggshot has driven the entire population of Mesa City away, with his underlings being his only company. He only figures out how bad this is for his illicit casino business during his first intercom announcement. That concern is quickly overridden by his paranoia about police activity in the area, which he deals with by ordering his men to blast any trespassers. Now, he's ensured that all of his potential customers stay out.
