Vestri, a dwarf from White Wolf Mountain, is among the frozen council members. To free him, you'll need his family's special rock cake, which only his father Rohak knows how to make. And the guy isn't going to make you one or give you the recipe, not even for all the Asgoldian Ales in the Rising Sun Inn.
The Rising Sun Inn is a tavern in Falador, and its barmaid Emily knows how to make Asgoldian Ales, which dwarves love. The secret, which she'll tell you in exchange for payment (or for free if you have the activated Ring of Charos), is to take an Asgarnian Ale and put a gold coin in it. Give Rohak a few of these, and he'll be drunk enough to agree to make you a rock cake. He's a dwarf of his word, so even when he sobers up, he'll make the cake if you can give him the ingredients (which are normal cake ingredients).
It'll be too hot to grab without gloves, but once it's cooled down (use ice gloves, kill an icefiend, or just wait several hours), you can use it to free the Mountain Dwarf.
