The player meets with Adrasteia, who gives a neat summary of the present state of affairs in a cutscene: with her coronation looming, she's seriously thinking about her responsibilities, chief of which is to protect the kingdoms in her care. And there's a very ominous threat on the horizon: Bilrach won the Zamorakian Civil War, which means he doesn't just have the Mahjarrat and his Daemonheim army behind him, he also has K'ril's army. He's in a position to launch an invasion, but he hasn't done that yet. Instead, he's sent his forces out into the world beyond the Wilderness, looking for something. Adrasteia doesn't know what it is, but it can't be good. Bilrach has to be stopped, and she needs the player's help.

Adrasteia has a place to start: a group of Bilrach's forces were seen sneaking into the prisons of Senntisten. However, she doesn't just want the player to go. As the Basilissa, she will have to stay in Falador and rely on others to carry out her orders. But she hasn't been crowned yet, so this is her last opportunity to actually go out and take on the threats herself. She and the player go to the prison in the Zamorakian Undercity, where they find a number of clues. Adrasteia pieces them together: General Khazard and his men were there to retrieve a ritual marker, one created by Zaros. The player and Adrasteia have no idea why Bilrach would want such a thing, so they go to the next place to research, the Grand Library in Menaphos.

When they get there, Adrasteia reports that Zamorakian forces were seen in Menaphos, and they have three places to investigate: the Library, the Soul Altar, and the Magister's chamber. The Library was supposedly visited by Enakhra, which is pretty strange because she holds scholars in contempt and deliberately damages books. However, that gives them a place to start- looking for damaged books. They find that Enakhra was looking at three topics: the Teragardians (who knew a lot about how to manipulate souls), Amascut and what happens when souls are consumed, and what happens to trapped souls. None of this is a good omen, so the player and Adrasteia head off to the next site.

When they get to the Magister's chamber, they find that it hasn't been destroyed and the Zamorakians didn't take the soul obelisk, which is good. However, they did take a piece of the soul obelisk, and the Magister is either busy or absent, which isn't so good.At the Soul Altar, Ka the cat tells the player that the Magister and two others came to the Altar and had an argument about something. They also find that someone took a piece of the Altar, and that there was some kind of struggle. With that, Adrasteia has enough to piece all the clues together: Vengeance went to the Magister to demand the secrets of the soul obelisk. He refused, so she battled him and won, and then told him that she'd be introducing him to Jerrod, who'd show him how merciful Vengeance was.

The player and Adrasteia return to Falador Castle, where Trindine is waiting for them with new information: soldiers in Daemonheim armour are gathering at the Mage Arena. She recommends sending in a spy using Daemonheim armour as a disguise, but there's a problem: removing armour from Daemonheim is isn't possible. However, there's a way around that: Trindine found some places where Daemonheim ore has reached the surface of the Wilderness, so all the player has to do is mine some, make some disguises, and they're good to go. With that, the player and Adrasteia head off.

Once they've found and made the armour, our heroes head to the Mage Arena to infiltrate the forces. Vengeance gives them a quiz to see if they have what she's looking for, and then pits the player against several waves of Daemonheim forces to test their skills. Once that's done, the player and Adrasteia are in. After looking around, they find more clues, suggesting that someone was taken prisoner, and it may have been Kolodion. It's enough for Adrasteia to piece this part together: Bilrach came to Kolodion wanting to know the secret of absorbing magic. Kolodion refuses to give the secret up for nothing, and asks to be given Asgarnia in exchange for telling him. Bilrach concedes that it's a fair price, but it's a price he can't pay. Kolodion refuses, and Bilrach overwhelms him and takes him prisoner, promising that he'll get that secret one way or another.

With that, Adrasteia puts it all together: Bilrach intends to perform a ritual that will allow him to consume huge numbers of souls, which could wipe out half the human kingdoms. She says that they need to find the ritual marker and sabotage it, but at least it should be nearby. The player suggests looking in the cave beneath the Mage Arena, where they find the marker. The good news is that according to Adrasteia, three different magical systems working together is very volatile, so it should be easy to sabotage. They break a fire rune into pieces, charge them with magic so they'll explode, hide them in the marker and cover the pieces with dust. With that done, our heroes leave and Adrasteia narrates what happened next.

Bilrach didn't stop to check that his marker was fine before he started the ritual, and it cost him. The marker exploded, and while Bilrach, the other Mahjarrat and his army all survived, it cost him dearly in authority and esteem. Back at Falador, Adrasteia celebrates the success, and then turns her attention back to her impending coronation. After the player helps her with a seating arrangement, Adrasteia is crowned and gives her people an uplifting speech, and then sings a song from Hallow.

As Adrasteia sings, the camera cuts to Zamorak's hideout, where Moia returns. Bilrach isn't too happy to see her, and accuses her of having some involvement in the sabotage. Moia denies it, but says that she was watching while two mortals destroyed Bilrach's plans and he just let it happen. Bilrach orders his forces to kill her, and the camera cuts back to Adrasteia, singing to her people. It then cuts to Moia defeating Bilrach's forces. Zemouregal insults her and says that he'll put her in her place if Bilrach doesn't, and Moia retaliates by tearing soul energy out of him, leaving him in the skeletal form Mahjarrat take as time passes between Rituals.

After some more singing from Adrasteia, Bilrach orders Nymora, Jerrod and Vengeance to kill Moia, but none of them move. Moia tells Bilrach that he never saw their potential, but they saw all his flaws. His reign is over, and it's time for a new ruler to take over, one with a vision. Bilrach says that if they'd combined their strengths, they could have accomplished so much, but Moia refuses to serve as a vassal in his 'stagnant kingdom'. Bilrach finally takes Moia on himself, but after Adrasteia finishes her song, Moia has defeated him and his army are bowing to her.

The player experiences the strange power phenomenon, implying that Bilrach is dead. They and Adrasteia don't know what happened, but they know it's probably not good. Adrasteia thanks them for their help and for letting her go on the adventure, and the quest is complete.
