Narration explains that Clint "Hawkeye" Barton had led a small team of non-powered heroes trying to do good. However, when HDYRA took over, Barton went to join the Underground and the rest of the team stayed behind. The team includes Red Wolf, Tilda "Nightshade" Johnson, and Nico "Wheels" Wolinski.

HYDRA's brutal reign results in several unarmed black people being killed for no reason, including Kyle "Nighthawk" Richmond. It also causes widespread hunger in rural areas as food is confiscated for the cities. The team arrive in a rural community suffering from such hunger and Red Wolf introduces the others to Frank and Silas Fireheart, two cousins who used to fight alongside Barton and Red Wolf and who are now distributing food to the hungry. Wolinski wonders if Red Wolf's plan will work, and Johnson—now dressed as Nighthawk—says it has to because they have few other options.

In a park, HYDRA soldiers with assault rifles and truck-mounted weapons confront several members of the community, and their leader says that any attempt to withhold food or distribute it illegally will result in death. One of the farmers protests that they aren't even being left enough food to survive on, but a HYDRA soldier shoots him dead. The leader reiterates that all food must be turned over and rations will be distributed eventually once everything is processed according to protocol.

Later, the HYDRA soldiers lead a convoy of the farmer's pickup trucks carrying the food from the region. Johnson observes them on her binoculars and Wolinski, inside a parked van, is setting up some Life Model Decoys of Nick Fury until Frank says he can take over while Wolinski gets into position. Johnson radios Red Wolf and Silas, who are driving one of the pickup trucks. Silas notes that they're basically human shields between the HYDRA soldiers and the farmers, but Red Wolf doesn't respond. Then the team attacks, with Wolinski turning the van into a gigantic mech and leading a group of Fury Life Model Decoys into battle; Johnson and Frank move in front of that group and attack as well, and Red Wolf and Silas get out of their truck to join the battle. Johnson takes down one enemy and then tries to beat him to death, but Red Wolf stops her. She protests that if they leave any survivors then HYDRA will learn of the attack and send reinforcements to kill them. Red Wolf warns Johnson not to let her anger consume her, but Johnson says that Nighthawk, her mentor, was killed by HYDRA just for being black and now she wants to exterminate HYDRA in response.

Johnson tells the farmers, who have gotten out of their trucks to find out what's going on, that HYDRA is running the whole country and is abandoning rural areas to die. She says that the only reason HYDRA hasn't killed or arrested them is that HYDRA doesn't think they're a threat, but she thinks HYDRA is wrong and the farmers are a real threat. The farmers agree to help her destroy HYDRA.

In the Underground headquarters, Barton and Natasha "Black Widow" Romanoff have sex in a supply closet. Barton is upset once they're done but Romanoff tells him it's dumb for him to feel guilty over a few minutes of fun given that HYDRA will probably kill them all very soon. She asks what happened to the Barton she used to know, and Barton says that he killed Bruce Banner and hasn't slept well since. Romanoff tells him to get it together and rushes off. Barton chases her, but runs into several other heroes, all of whom start laughing at him. When he asks why Ben "The Thing" Grimm tells him that his fly is open, implying they all know he was just having sex with Romanoff.

Red Wolf asks Johnson what the next steps of the plan are. She explains that they'll start distributing the food HYDRA had stockpiled, and also train the farmers to be ready when HYDRA comes back. Red Wolf says her plan will kill people but Johnson points out that people will die anyways and at least this way they might be able to fight HYDRA. Wolinski asks what Barton thinks they should do next, and Barton, on a videochat, says all he can tell them is to stop HYDRA and not die in the process. He notes that HYDRA neutralized virtually all of the heroes strong enough to fight them. Wolinski is skeptical that they can do something if none of the other heroes can. The Fireheart cousins say they can keep helping by smuggling food, and also say that HDYRA can't hurt the Native American community more than the actual American government did. Wolinski says he wants to help but isn't sure what they can do. Johnson, though, says that HYDRA overlooked them precisely because they don't have strong powers and are relatively obscure. She mocks HYDRA for its stupidity in disregarding lesser-known heroes like themselves. Barton then tells them that they know where Nick Fury's old bunkers are, and they might be able to get some supplies there to help fight HYDRA more effectively.

Barton then gives a more specific plan: the farmers are to distribute food and recruit others to their army, the Fireheart cousins will use the remaining Life Model Decoys and the HDYRA weapons they captured to raid another food processing facility, while the others will go to South Dakota where Fury has an old base. They'll turn that base into the staging point for their army to fight back against HYDRA.

The Fireheart cousins drive away, arguing over whether the quote "today is a good day to die" was said by Geronimo or Crazy Horse and complaining about how the HYDRA masks they're disguising themselves with smell funny. Meanwhile, Red Wolf drives their van while Wolinski and Johnson build two more Life Model Decoys out of their remaining parts. However, a HYDRA jet spots their van and begins to bomb them, and by the time Red Wolf regains control the car is surrounded by HYDRA soldiers.

Tropes:

  • Killed Off for Real: The Kyle Richmond from Earth 31916, who survived that universe's destruction and crossed over into the main Marvel universe, is said to have been killed offscreen for protesting Hydra.
  • Tempting Fate: The farmer mouthing off to HYDRA doesn't get saved by a hero or even get a chance to deliver some pithy one-liners. He's just quickly executed.
