Kinue's expose on Aeolia and Celestial Being airs. The leaders of the three power blocs meet for the first time in ten years to discuss working together to capture the Gundams.
Ptolemios docks at Celestial Being's secret space dock for maintenance. Its crew and Meisters go to Earth for some much needed vacation. Kinue meets with her boss, who tells her that her expose was a great success. She gets permission to conduct further investigation into Aeolia. Louise's mother returns to Spain, leaving Louise despondent. Saji asks Setsuna for help looking after Louise.
Graham meets with Daryl and Howard and tells them that their task force has been officially named the Over Flags and have been assigned 12 more Flag pilots. One of these pilots, Joshua, dislikes Graham because of an incident where Graham accidentally killed his commanding officer during a training accident. Sergei and Soma go to Earth to prepare for their next operation. Patrick is late to a meeting, so his CO Kati Mannequin punches him in the face. Patrick falls in line and in love as well. Billy invites Sumeragi over, as he wants to know what she thinks of the power blocs' plan to capture the Gundams.
Before meeting with Billy, Sumeragi contacts her crew and the Meisters to warn them about the power blocs' plan. Sumeragi tries to convince Billy that the plan is a bad idea without giving away her true allegiance. It's clear that Billy is smitten with her.
The power blocs announce a massive joint training exercise. Sumeragi determines that the training exercise is a coverup for an attempt to stop terrorists from stealing uranium stored in the area. Sumeragi suspects that one of the power blocs deliberately leaked the uranium's location to terrorists so Celestial Being would intervene and give the blocs the chance to capture the Gundams. However, the Meisters resolve to intervene even knowing that it is a trap. Setuna sneaks into Marina's chambers and asks her whether it is humanity or God's fault that the world is so twisted. Marina replies that God is fair and that the world will stop being so twisted if humanity learns to understand one another. However, her answer doesn't satisfy Setsuna.
Ali, using an alias, meets with an officer of the AEU's French Foreign Legion. The officer gives Ali some secret orders and tells him that he has been assigned the mobile armor Agrissa. As Ali leaves the building, he starts to laugh: a gigantic war is about to break out.
