A drug dealer is tossed from the top floor of a projects apartment building, which puts Kellerman and Lewis into conflict with a group of Muslims who have a HUD grant to provide security for the building. Munch and Russert investigate a shooting at another project apartment building, where Gharty (Peter Gerety), the officer who got the call, did not respond to until both shooters had killed each other.

This episode contains examples of:

  • Bystander Syndrome: This is what Gharty is guilty of - given the fact he thought he would get shot himself, he did nothing to respond while the shooting was going on, and didn't even call for back-up.
  • Call-Back: Munch had admitted to Giardello he hadn't heard back from Bolander.
  • The Ghost: Munch's hopes to the contrary, Bolander never shows up at the Waterfront even though Munch had planned for it.
  • Godwin's Law: When Lewis points out the Muslims have kept the peace at the Highland Terrace projects, Kellerman shoots back, "I'm sure Hitler kept crime down."
  • The Mole: Once again, Giardello is the one who leaks a story (this time about Kellerman and Lewis being taken off their case) to the press. Though it's quoted as "high-profile sources in the Police Department", Pembleton immediately figures out it's Giardello, and is pretty happy about it.
  • What the Hell, Hero?: Russert is upset with Munch when he undercuts her interrogation with Gharty by implying she's "just being thorough".
