Gordon and Bullock set out to stop Gerald Crane, a biology teacher who has been harvesting the glands of his murder victims. Meanwhile, after finding herself in an unusual setting, Mooney continues plotting to gain power, and Falcone attempts to change Maroni's plan for the Penguin.

Tropes:

  • Attempted Rape: Two men in the beginning of the episode approach Fish with the implied threat of rape, but she tells them to back off.
  • Bondage Is Bad: It's at least the case for the judge engaged in it. He's left humiliated, kidnapped, and probably soon-to-be-murdered by Falcone.
  • Chemical Messiah: Doctor Crane (Senior) envisions himself becoming one of these. He believes all crime and hate can be wiped out if humanity is cured of fear.
  • Exact Words: Maroni does a variant of this. He decides to lay off the Penguin in exchange for a judge he hates every bit as much. However, he only has to do this until Falcone is dead and the mobster is in his seventies.
  • The Friend Nobody Likes: The Penguin is this, unsurprisingly, to everyone he knows. It's a shame that Gordon, who positively loathes the man, is probably the closest thing he has to a true friend.
  • Gone Horribly Right: Doctor Crane creates a formula which cures him of all fear. Which makes him Too Dumb to Live when fighting armed and trained police officers.
  • Gone Horribly Wrong: Thanks to Crane Sr. rushing to finish his son's treatment with a massive overdose before he's caught by the cops, the drug has a reverse effect on Jonathan Crane, trapping him in a permanent state of terror as well as fixation with scarecrows.
  • Hellhole Prison: Fish finds herself dumped in one of these. How bad is it? The prisoners have their eyes harvested.
  • Klingon Promotion: Fish does a "prison" variation on this, taking over by killing the toughest man there.
  • Potty Failure: When Maroni visits Oswald's new club, he takes a bottle of champagne and pours it so it overflows Oswald's cup. The champagne is shown to be dripping in between his legs, resembling urine as Maroni threatens him.
  • Rabble Rouser: Fish becomes one of these to create a army within the prison she's found herself.
  • Rousing Speech: Fish proves capable of giving one of these to the prisoners inside.
  • Start of Darkness: This episode is one for Jonathan Crane a.k.a. the Scarecrow.
  • Villains Out Shopping: Oswald goes out of his way to personally invite Jim Gordon to the opening of his club.
