Clifford, Emily Elizabeth, and friends take part in a neighborhood Halloween party. Emily Elizabeth has some trouble deciding on Clifford’s costume, but Clifford finally comes up with it himself! Then, strange things start happening - people’s food disappearing and a table of treats being wrecked. The evidence seems to point to Clifford, but Emily Elizabeth and his friends stand by him.

- From Stray to Pet: The Halloween bandit ends up being a stray puppy who just wants something to eat. Luckily, Nina’s cousin Ricardo gets permission from his mom to take the puppy home with him.
- Halloween Episode: Clifford and Emily Elizabeth celebrate Halloween by attending a party with their whole neighborhood.
- Stripping Snag: Clifford’s ghost costume gets snagged on the playground slide and is pulled off of him. It then falls on top of the stray puppy, making everyone think Clifford is the one behind all of the Halloween trouble-making.
- Title Drop: When they find the little stray puppy, one of the adults at the party asks if this is the “Halloween bandit.”
