Peeta soon meets Annie, who is healing up fine, and says her son is doing okay. She then introduces him to Platinum Twist. She had hid out in Six pretending to be a homeless woman, with help from the Hazardous Hooligans.
Katniss meets Crown Martins, who had hid with Harp and Crimson Flanders in the forests outside Thirteen. Crown greets Katniss with a hug, and says he's very glad to finally meet her. Harp says she like Katniss, and Crimson introduces herself. She's grateful to Katniss, because her suffering as "the original Finnick" is finally over. Crimson, however, wishes the Capitol could suffer more...
Haymitch has gotten a much lighter drink and is sitting down with Gwenith Rosebud, glad she made it out okay.
Enobaria was standing off to the side, when Rhyder Overwhill greets her. He had managed to escape the chaos thanks to his training, but was left with a limp in the process.

Beetee was playing a game of chess with Spud Munroe. Spud had hid in the garbage dump of the Capitol and nobody ever bothered to check.

After the toast, President Paylor entered and explained the party has a greater purpose. Some of the Districts have been staging vigilante attacks on innocent Capitolites. They're still angry, and Paylor has come up an idea that she needs the Victors to vote on that could the districts calm down. Peeta realizes it with horror: she wants to hold Coin's idea of a final Hunger Games with Capitol children. If the Capitol realized what they made the districts feel, they could see the light and the districts' blood lust would be sated.
The vote goes as follows:
* Peeta instantly says no. He thinks it was a crazy idea then and still does now.
- Snag and Plantium say yes though. They both lost children to the Games and think it's only fair the Capitol realize the weight of what they done.
- As do Johanna and Numi. Johanna lost her family to Snow, and despite Bentley's wish for pacifism, Numi can't forgive the ones she lost in the Rebellion.
- Rhyder and Gwenith were out. They didn't want anymore Games to be held, period.
- Haymitch and Wattzon were in from pragmatic reasons. Haymitch thinks 23 deaths are better than more, and Wattzon wanted to protect his Capitol friends who all aged out of reaping.
- Spud as well. He thinks it's time the Capitol realize what they put the districts through.
- Beetee on the other hand thinks the Games could provoke more anger and says no.
- Enobaria just wants more bloodshed and thinks Brutus would've agreed if he opened his eyes a bit, so she's in.
- Fast no from Crown. He doesn't want more children to die.
- Spool and Lammy thought the same. It's a good idea, but those Games should have the Peackeepers, Gamemakers, and Ministers who make it happen be Tributes instead.
- Crimson eagerly agreed. It was time for the Capitol to pay for making her their whore.
- Katniss and Annie both reject it. Their lost loved ones would never want another Games.
- With the vote tied, it all depends on Olga's vote. She says yes: the Capitol was not what she thought it was, and as atonement, she will no longer support them ever again.
And so it was set: a Capitol Games will be held. A silence set in, before Katniss broke it.
