Lou discovers that Mayor Higgins, who is up for reelection, is actually a goat! Lou decides to run against him with a sloth named Mrs. Fuzzybelly. Meanwhile, Destiny tries to help Gwen face her fears at getting her picture taken.

- Caligula's Horse: Moose Rump's mayor is revealed to be Boomer's pet goat Higgins. During the election, Lou elects a sloth named Mrs. Fuzzybelly from the zoo; she wins, and the first law she puts up is all future mayors of Moose Rump must be human.
- Chair Reveal: When Mayor Higgins is introduced, Boomer spins the desk chair around to reveal him to Lou.
